1. Uninstall TOPO! from Control Panel's 'Programs and Features'
2. Then delete the 'C:\Users\Public\TOPO!' folder (backing up any .tpo map files if you've saved anything there that you created in TOPO!)
3. Install TOPO! version 4 installation disc to the SUGGESTED INSTALL LOCATION: 'C:\Program Files\TOPO!'
4. Change the security permissions on the TOPO! folder to allow full access to the 'Everyone' account.
1. Browse on My Computer to locate the folder where TOPO! is installed (usually "c:\program files\topo!").
2. Right-click on the TOPO! folder, and choose Properties...
3. On the Security tab, click the Edit... button. This should open a Permissions for TOPO! window.
4. Click the Add... button, type Everyone into the text box, then click OK.
5. Highlight this group called Everyone, and click the Allow checkbox next to Full

From the menu bar in TOPO!, please click “View.” Then choose the “TOPO! Product Setup.” Select the radio button denoting that you “don’t have a serial number.”
Please insert a data disc (a state data disc 2 or higher) into your CD-ROM drive. Wait a few seconds and then select “Activate New Product.” After you insert a data disc into your CD-ROM drive, a window may appear displaying a folder. If so, simply close the window.
Select “OK” and TOPO! will now recognize your earlier state version of TOPO!.
